The Parish Council

Parish Councillors

There are thirteen Parish Councillors, who are elected every four years, seven represent Holmer Green, three represent Little Kingshill, two represent Hyde Heath and one represents Little Missenden. The numbers of Councillors which represents each village (known as Wards) is dependant on the local population.

Council Meetings

The Council holds two meetings each month (except August) one of which is dedicated to reviewing Planning Applications. The Planning Committee normally meets on the first Monday of each month and the full Council meet normally on the third Monday of each month. Meetings are held in the Council Offices, New Pond Road, Holmer Green unless otherwise stated in Dates of Meeting and commence at 7.30pm.

The Public are encouraged and are always welcome to attend these meetings. A period is set aside called 'Public Discussion' at the commencement of the meeting to enable the public to express their views on matters which affect the Parish. The Agenda's for meetings are published on the website on the Friday before each meeting.

Once per year 'Open Meetings' are held in each of the villages (Wards) to enable local residents to bring forward matters of local concern. View the dates for these meetings here.

Minutes

The Clerk to the Council records the salient matters that arise from the meetings and produces the minutes, which are then approved by the members of the Council at the following Full Council meeting. Once the minutes have been approved they are published on this website. As a result there is a months delay in publishing the minutes.

Format of Meetings

Planning Committee Meeting - (first Monday of each Month except August)

Public Discussion At the beginning of the meeting members of the Public are permitted to address the meeting to express any reviews relating to current planning applications within the Parish. Once the Public Discussion period concludes the meeting formally commences and any member of the Public may remain in attendance at the meeting but is not permitted to take part in the meeting unless permitted by the Chairman of the meeting.

Apologies for Absence Apologies from Parish Councillors who are unable to attend meeting are recorded.

Declarations of Interest This allows the councillors present to declare if they have any interest in the planning applications to be reviewed. e.g. a planning application which might have a bearing on their place of residence.

Acceptance of previous MoPCM - The Minutes of the previous planning committee meeting are reviewed and recorded as a true record of the meeting (as with the minutes of the Council meeting these are circulated to the Councillors in advance of the meeting)

Current Planning Applications - Current planning applications are reviewed in the same manner as the planning committee meeting procedure.

Planning Decision Notices, Appeals and Appeal Decisions - The Chairman of Planning reports on any variances to planning application decisions between the District Council and the Parish Council or Appeal Applications or Appeal Decisions which have been notified by the District Council.

Other Planning Business / Other Business Discussion on any other planning issues / Discussion on any other Council business which requires debate before the next Full Council Meeting.

Full Council Meeting - (third Monday of each Month except August)

Declarations of Interest This provides the councillors present the opportunity to declare if they have a conflict of interest in any of the items that are on the Agenda. Examples of this may be financial interest (e.g. they work for a company tendering for a contract) or a personal interest (e.g. a planning application on the house next door).

Acceptance of of Minutes of Meeting It is important that the minutes of meeting reflect an accurate report of what transpired. Draft minutes of the previous months meeting are circulated in advance to the Council members for comment and confirmation.

Actions Arising from Previous Meeting The Chairman reviews the actions arising from the previous meeting reporting on the actions which have taken place. Where an action is with a particular Councillor the Councillor will report on the matter.

County Councillors Report When the meeting is attended by a County Councillor the Councillor will report on any significant matters relating to the County Council.

District Councillors Report - When the meeting is attended by a District Councillor the Councillor will report on any significant matters relating to the District Council.

Chairman's Report The Chairman will review any significant matters that have a direct impact on the Parish Council

Planning

  • Current planning applications are reviewed in the same manner as the planning committee meeting procedure.

Finance and General Purposes -

  • A report containing the proposed Expenditure, Income for the month and the outstanding Committed Costs is presented to the Council. The proposed Expenditure for the month has to be approved by the Council before any payments are made.
  • Requests for Grants / Donations received by the Council are considered and appropriate funds awarded if considered appropriate. Acknowledgements of receipt of funds from recipients are announced to the Council when received.
  • A quarterly financial report is presented to the Council which details the budget for the year, the committed costs to date, the expenditure to date and a forecast on cost that could be incurred to the financial year end.
  • Any matters relating to expenditure, where approval is required by Council, are presented to the Council for acceptance.

Allotment and Amenities-

  • All matters relating to allotments, play areas and Holmer Green pond are reported to the Council and any actions arising are formally agreed by the Councillors.
  • Any matters concerning the Public are reported and the appropriate action agreed by the Councillors.

Local Area Forum -

  • All matters relating to the Missendens Local Area Forum are reported and appropriate action determined by the Councillors.

Youth Matters The Councillor responsible for Youth Matters provides the Council with details of any matters relating to Youth within the Parish

Parish Councillors Reports Each Councillor attending the meeting is given the opportunity to advise the Council of events / incidents which have, or are, occurring within their Ward and make any request which they consider beneficial to the Ward.

AOB Deals with any matter(s) not published on the Agenda or considered appropriate for discussion by the Council.
